The debit problem

Debit is the hardest card product to run well.

Unlike prepaid or credit, every debit transaction touches the bank's own ledger in real time. That single dependency is where most debit programmes break down.

Integration burden

Your core banking system is the bottleneck

Authorization, balance enquiry and GL posting all depend on a live link to the core. Building and maintaining that ISO 8583 or API integration in-house consumes scarce engineering capacity indefinitely.

ModupayShips with proven, production core banking integration — real-time GL posting, balance synchronization, standing orders and customer data maintenance.

Reconciliation gaps

The ledger and the processor disagree

Legacy debit processors reconcile at end of day. Between cut-offs, the bank's ledger and the card platform hold different truths — creating exposure, disputes and manual back-office work.

ModupayPosts approved transactions to the corresponding GL accounts as they happen, keeping balance and ledger in sync continuously.

Inconsistent servicing

Every channel tells the cardholder something different

A card blocked in the mobile app but still active at the ATM erodes trust fast. Fragmented servicing across ATM, app, IVR and internet banking is a persistent source of complaints.

ModupayOne card management system behind every channel — status changes propagate instantly across ATM, mobile, IVR and internet banking.

Legacy migration risk

Replacing an in-house processor feels unsurvivable

Teams stay on ageing or in-house debit processors because migration looks riskier than the status quo — even as scheme mandates, tokenization and 3DS requirements pile up.

ModupayA migration path onto a pre-certified, API-driven platform, run by teams who have moved live card portfolios across MEA for 35+ years.

Ledger position

Diverges all day, corrects at cut-off

The card platform and the core banking ledger hold different balances for most of the business day. Exposure, disputes and manual adjustments all live inside that gap.

Where we sit

What is Modupay debit card issuing?

Modupay debit card issuing is an account-linked card platform for banks and licensed financial institutions. It gives cardholders direct, real-time access to their own current or savings account through a physical or virtual card — for in-store and online purchases, ATM withdrawals and deposits, and account-to-account transfers — with no separate stored-value balance to fund or reconcile.

Platform architecture — select a layerLive request path shown between layers

Layer 02

Card management & processing

Modupay sits between your channels and your core. Every authorization is decided here in milliseconds, then written straight through to your ledger.

  • Real-time authorization across ATM, POS, e-commerce and contactless
  • Single-message and dual-message processing, certified with Visa and Mastercard
  • Card lifecycle, limits and rules configured per card product
  • Clearing, settlement and scheme connectivity handled on-platform
Modular by design: adopt the processing layer alone, or add tokenization, 3-D Secure, fraud intelligence and acquiring on the same platform.

Outcomes

What changes for the bank.

Not features — the operational and commercial results card teams are measured on.

Launch on a certified platform

Go to market faster

Issue on Modupay's existing scheme certifications and core integrations instead of building processing infrastructure and certifying from scratch.

Real-time, not end-of-day

Close the reconciliation gap

Continuous GL posting removes the daily variance between processor and ledger, and the manual work that comes with it.

Rules at authorization

Reduce fraud and dispute exposure

Limits, velocity and risk checks are evaluated before approval, with dual control on sensitive changes.

One vendor, one platform

Lower operational cost

Debit, prepaid, credit, ATM, POS and e-commerce on shared infrastructure means fewer integrations and fewer reconciliations to run.

Consistent across channels

Improve customer experience

Activation, block and status changes behave identically at the ATM, in the app, over IVR and in internet banking.

Virtual and contactless ready

Increase card activity

Virtual cards, contactless and tokenized wallet use put the bank's card in more everyday transactions.

Modular adoption

Scale without re-platforming

Add credit, tokenization, 3DS or acquiring on the same platform when the roadmap calls for it.

99.5% service uptime

Run with confidence

Backed by a guaranteed uptime commitment, 24/7 live support and a dedicated technical account manager.

Migration

Moving a live debit portfolio, without a bad weekend.

Most debit conversations start with an existing portfolio on a legacy or in-house processor. Migration is a planned programme with your team, not a cutover you survive.

FAQ

Debit card issuing, answered.

What is debit card issuing?

Debit card issuing is the process by which a bank or licensed institution creates and manages payment cards linked directly to a customer's current or savings account. Every transaction is authorized against the real balance in that account, and the funds move from the account itself rather than from a separate prepaid or credit balance. Issuing covers card production and personalization, activation, authorization, lifecycle management and settlement.

How is a debit card different from a prepaid card?

A debit card draws on the cardholder's own bank account in real time. A prepaid card draws on a separate stored-value balance that must be funded before use, and does not require live core banking integration. Debit therefore keeps the account relationship anchored to the bank's core system, while prepaid is typically faster to launch for programmes without an underlying account. Modupay runs both on the same platform.

Does Modupay integrate with our core banking system?

Yes. Modupay's card management system connects to core banking systems over ISO 8583 and APIs for real-time authorization, balance enquiry, GL posting, standing order execution and customer data maintenance, with production integrations already live on tier-one cores. Bank-specific mapping is delivered during the integration phase of onboarding.

Can you issue virtual debit cards as well as physical ones?

Yes. The platform issues personalized and non-personalized physical cards and virtual debit cards against the same account, so a bank can deliver a virtual card instantly to the mobile app at account opening and follow with a physical card produced in Modupay's own card factory.

Do you support Islamic debit card programmes?

Yes. Modupay has proven experience supporting Islamic-compliant debit programmes fully integrated with the bank's core banking system, alongside conventional retail debit.

Can we migrate an existing debit portfolio from another processor?

Yes. Migrating banks off legacy or in-house debit processors is a core use case. Automatic renewal preserves a constant card UID across cycles, and the platform supports the card states, limits and servicing workflows an existing portfolio depends on. Migration planning, testing and cutover are managed with your team during onboarding.

Is the platform PCI compliant and scheme certified?

Card data is processed in a PCI DSS certified environment, and Modupay holds established certifications with Visa, Mastercard and EBC covering issuance, authorization, EMV 3DS and tokenization. Clients launch on those existing certifications rather than running an independent scheme certification programme, and Modupay tracks and applies scheme mandate updates on an ongoing basis.

Which markets does Modupay support?

Modupay operates in 40+ countries, headquartered in Cairo with on-the-ground presence in Ghana, Kenya and Libya, and supports card programmes across North, West and East Africa and the Middle East with local regulatory experience in each market.

How do cardholders control and service their cards?

Activation, PIN management, temporary block and unblock, and status enquiries are available through ATM, mobile app, IVR and internet banking. Because a single card management system sits behind every channel, a change made in one is reflected instantly in the others. Bank operators work under role-based access control, with dual-control approval required on sensitive card status changes.
