Credit card issuing, from approval to repayment.
Modupay runs the entire revolving credit cycle for banks, retailers, telcos and digital lenders — issuance, real-time authorization, automated statementing, interest and fee calculation, repayment and collections — on one PCI DSS and EMVCo-compliant credit card platform. You keep underwriting and pricing. We run the credit core.

The credit problem
Credit is a lending product wearing a card.
Prepaid and debit settle against money that already exists. Credit has to calculate what is owed, charge for it correctly every cycle, and stay inside a risk appetite that moves. That is a core, not a feature — and building it is where credit programmes stall.
Build cost & regulatory risk
A credit processing core is the most expensive thing you will never sell
Credit accounting, interest accrual, cycle billing, delinquency staging and scheme certification are all table stakes, none of them differentiating. Built in-house, they consume years of engineering capacity and carry the regulatory exposure of getting a customer's balance wrong.
Manual billing
Interest calculated by hand does not survive an audit
Fragmented or spreadsheet-assisted statementing produces disputes, restatements and regulator questions. Every manual step between the transaction and the statement is a place where the number the cardholder sees stops matching the number in the ledger.
Approval-to-activation gap
The customer is approved. The credit line still is not usable
Underwriting says yes, then the card takes weeks to reach the cardholder. Intent decays, activation rates fall, and a line you have already provisioned capital against earns nothing.
Loss exposure
Controls that run after the transaction only tell you what you lost
Over-limit spend, velocity abuse and fraud on a credit line are unsecured losses. Batch or post-hoc review finds them once the money is gone and the collections cost has already started.
Where we sit
What is Modupay credit card issuing?
Modupay credit card issuing is a full-lifecycle credit card platform for banks, retailers, telcos and digital lenders. It provisions the credit account and limit after your underwriting decision, issues physical EMV and virtual credit cards, authorizes every transaction in real time against the available credit line, generates the statement, interest, fees and minimum due each cycle, and processes repayment and collections — without you building a credit processing core.
Modupay
Modupay credit core
This is the layer institutions would otherwise build. Modupay holds the credit account, decides every authorization against the live available credit, and turns a cycle of transactions into a statement your cardholder can pay.
- Credit account and limit provisioning, including dynamic and just-in-time adjustment
- Real-time authorization with configurable risk, velocity and MCC controls
- Automated cycle statementing: interest, fees, closing balance and minimum due
- Repayment, limit restoration, collections staging and dispute case management
Modular by design: run credit alongside your existing systems, or extend it with tokenization, EMV 3-D Secure, fraud & risk intelligence and Know Your Credit analytics on the same platform.

Point 01
EMV chip and PIN
Chip-and-PIN credit cards issued to current EMVCo standards and personalized in Modupay's own card factory and regional bureaux — so the card in the customer's hand and the account on the platform are provisioned by the same vendor.
Card design shown is a white-label placeholder. Bank-branded, co-branded and private-label programmes are all supported, in dual-interface, metal, eco-friendly and wearable form factors.
Full lifecycle management
Credit is the only card product that loops.
Prepaid and debit move money once. Credit repeats: spend, statement, repay, and round again for the life of the account. Programmes break at the seams between systems — origination to issuing, issuing to billing, billing to collections. Every stage below runs in the same platform.
Clockwise, repeating for the life of the account.
Provision
Your channel takes the application and your engine makes the credit decision. Once it is approved, the application is handed to Modupay, which opens the credit account, sets the approved limit and attaches the product configuration — rate, fee schedule, cycle date, grace period and control set.
The credit decision, the rate and the risk appetite remain yours throughout. Modupay executes them, records them and reports on them.

Limits & risk
A credit limit should be a decision, not a setting.
Most legacy credit cores treat the limit as a static field a review committee edits twice a year. Modupay supports three models on the same product, so utilization and risk appetite can move together.
Effective limit at authorization
EGP 60,000
The limit approved at underwriting stays fixed until a scheduled portfolio review changes it. Simple to govern, but utilization is capped by a decision that may be months old.
All three models are configurable per credit product, and all three keep the decision logic on your side — Modupay executes the limit, records it and reports on it.

Experience
What the cardholder sees. What your team sees.

Disputes & chargebacks
The part of credit that decides whether cardholders stay.
Disputes are where a credit relationship is confirmed or lost, and where scheme rules leave issuers with hard deadlines. Modupay includes case management for the full path.
Stage 01
Case raised
The cardholder disputes a transaction through any servicing channel. A case opens against the transaction record with a reason code and an owner.
Stage 02
Evidence
Retrieval requests and documentation are gathered into the case, with provisional credit applied if your policy calls for it.
Stage 03
Chargeback
The chargeback is raised to the scheme under the correct reason code, inside the scheme-defined window, with the required evidence package.
Stage 04
Representment
Acquirer responses are tracked in the same case. Second presentments and pre-arbitration are handled without rebuilding the history.
Stage 05
Resolution
The outcome posts to the credit account and appears on the next statement, with the full case trail retained for audit and regulator review.
Scheme reason codes, evidence requirements and time limits are set by Visa and Mastercard and change with each mandate release. Modupay tracks and applies those updates on the platform.
Conventional & Islamic
Two credit models, one platform.
In most MEA markets a credit roadmap has to serve conventional and Shariah-compliant customers at once. Global credit processors frequently treat Islamic credit as a customization. On Modupay both are supported product types on the same core, so one platform decision covers the whole portfolio.
| Conventional credit card | Islamic credit card | |
|---|---|---|
| Basis of charge | Interest accrued on revolving balances, plus fees | Fee- or profit-based charging in place of interest, per your approved structure |
| Defined by | Your credit and pricing policy | Your Shariah board's approved product structure |
| Statementing | Automated cycle statementing, interest and minimum due | Automated cycle statementing against the approved charging model |
| Card, scheme & controls | Identical — same EMV issuance, tokenization, real-time authorization, 3DS, disputes and reporting | |
| Platform | One credit core, one integration, one operations team | |
Modupay configures and operates the product; it does not define the Shariah structure. Structures are implemented as approved by your institution's Shariah governance.
Portfolio intelligence
A credit book you can actually see.
Credit performance is a distribution, not an average. Modupay exposes utilization, revolve behaviour and revenue composition across the portfolio, so credit policy and pricing can be tuned on what the book is doing rather than what it was expected to do.

Interest, interchange and fees
Open new revenue lines
Credit adds revolving interest and fee income to the interchange a card already earns, on customers you have already underwritten.
Automated every cycle
Remove billing risk
Interest, fees and minimum due are generated from the transaction record, cutting the manual error and restatement that follow spreadsheet billing.
Rules at authorization
Reduce unsecured loss
Risk, velocity, MCC and over-limit controls are applied before approval, backed by EMV 3DS and fraud intelligence on the same platform.
Virtual card at approval
Lift activation and utilization
Closing the gap between approval and first transaction puts the line to work while the customer's intent is still there.
Dynamic and JIT limits
Grow inside your risk appetite
Limits that respond to your underwriting signals let good customers spend more without widening exposure across the book.
One vendor, one platform
Lower operating cost
Credit, debit, prepaid, ATM, POS and e-commerce on shared infrastructure means fewer integrations, vendors and reconciliations to run.

Why Modupay
Regional depth, enterprise scale, modular by design.
Modupay is a payments technology enabler across the Middle East and Africa, bringing card issuing, payment processing, digital payments, data and insights, and compliance together in a single end-to-end platform.
Credit on the same core as everything else
Many regional competitors run credit on a separate core, leaving clients to manage multiple vendors and integrations. Prepaid, debit, credit, ATM, e-commerce and POS run together here.
35+ years in payments
Institutional trust built across the industry's shift from paper to plastic to virtual — not a recent entrant learning credit on your portfolio.
Genuine local market depth
Established regulatory relationships and live deployments in Egypt, West Africa and East Africa, where global credit processors often lack local rails or compliance experience.
Flexible partner TSP and BIN model
Plug into multiple sponsor banks, schemes and BIN ranges per market rather than being locked into one rigid relationship.
Faster time to market

FAQ
Credit card issuing, answered.
What is credit card issuing?
Credit card issuing is the process by which a bank or licensed institution creates and manages payment cards drawing on a revolving credit line rather than on funds the customer already holds. It covers provisioning the credit account and limit, producing and personalizing the card, authorizing transactions against available credit in real time, generating a statement with interest, fees and a minimum due each cycle, processing repayment, and handling disputes and collections. Modupay provides all of this as a single credit card platform.
How is credit card issuing different from debit or prepaid issuing?
A debit card draws on the cardholder's own current or savings account, and a prepaid card draws on a separate stored-value balance — in both cases the money already exists and moves at authorization. A credit card draws on a line the institution has underwritten, so the platform has to calculate what is owed, apply interest and fees to a configured billing cycle, and manage repayment and delinquency. That billing and accounting engine is the substantive difference, and it is why credit programmes usually need a separate core. Modupay runs all three product types on one platform.
Does Modupay calculate interest, fees and statements?
Yes. Interest, fees, closing balance and minimum due are generated automatically at each cycle close from the transaction record, using the rate, fee schedule, grace period and minimum-due formula configured for your credit product. Billing data is delivered to your finance systems each cycle. This replaces manual or fragmented billing, which is where most credit billing errors and restatements originate.
Who makes the credit decision — Modupay or the institution?
You do. Application, scoring, affordability and pricing stay in your origination engine and under your credit policy. Once an application is approved, it is passed to Modupay, which provisions the credit account, sets the approved limit and applies the product configuration. Modupay executes, records and reports on your decisions; it does not make them.
What are dynamic and just-in-time (JIT) credit limits?
A dynamic limit is adjusted between reviews in response to underwriting or risk signals you send, so a customer's headroom tracks their current behaviour rather than their original application. A just-in-time limit adjustment is evaluated at the moment of authorization, allowing a specific transaction to be approved above the standing limit under rules you define. Both are configurable per credit product on Modupay, and both keep the decision logic on your side.
Can you issue virtual credit cards as well as physical ones?
Yes. The platform issues physical EMV credit cards supporting chip-and-PIN and contactless, personalized in Modupay's own card factory and regional bureaux, and virtual credit cards against the same credit account. A virtual card can be live in the cardholder's app as soon as the account is provisioned, which closes the gap between approval and first transaction while the physical card is produced and delivered.
Do you support Islamic credit card programmes?
Yes. Conventional and Islamic credit are supported product types on the same Modupay credit core, sharing the same issuance, authorization, tokenization, 3-D Secure, dispute and reporting capabilities. The Shariah structure and charging model are implemented as approved by your institution's Shariah governance — Modupay configures and operates the product rather than defining the structure.
Can we launch on our own BIN, or do we need a sponsor bank?
Either. Modupay's flexible partner TSP and BIN model can plug into multiple sponsor banks, schemes and BIN ranges per market, so institutions without their own BIN or scheme licence can launch, and those with existing arrangements are not forced to consolidate onto a single rigid relationship. The right structure is confirmed during scoping.
Can we convert an existing BNPL or lending book into credit cards?
Yes, and it is a core use case. Digital lenders use Modupay to turn a fixed-term BNPL or lending portfolio into a revolving credit card product, so a customer who has already been underwritten gets a reusable line and a card accepted everywhere the schemes are, instead of a single-purpose loan.
Is the platform PCI DSS compliant and scheme certified?
Card data is processed in a PCI DSS certified environment using the same iFrame-based, tokenized card-data model applied across Modupay's prepaid and virtual card products, which keeps PANs out of the issuer's environment and reduces your PCI DSS scope. Modupay holds established certifications with Visa, Mastercard and EBC covering issuance, authorization, EMV 3DS and tokenization, and tracks and applies scheme mandate updates on the platform, so clients launch on those existing certifications rather than running an independent certification programme.
Which markets does Modupay support for credit?
Modupay operates in 40+ countries, headquartered in Cairo with on-the-ground presence in Ghana, Kenya and Libya, and supports credit card programmes across North, West and East Africa and the Middle East with local regulatory experience in each market.
